After more than 15 years of relentless advocacy, the Free Niagara crusaders emerged victorious. In 1885, the Niagara Appropriations Bill was signed into law, establishing the Niagara Reservation. Thomas Vincent Welch, a prominent figure in the movement, played a crucial role in getting the bill signed and later became the first superintendent of the newly created state park.
