Niagara County Inmate Arrested for Aggravated Harassment of Correctional Officer

Niagara County Sheriff Michael Filicetti has announced the arrest of 26-year-old Tyrell S. Handley, an incarcerated individual at the Niagara County Correctional Facility following an incident involving a correctional officer.
According to authorities, on March 29th Handley intentionally flooded his cell with toilet water before soaking a towel in the liquid and throwing it at an officer. The water made contact with the officer’s face and neck, prompting immediate action by jail staff.
As a result of the incident, Handley has been charged with one count of aggravated harassment of an employee by an incarcerated individual, an E-felony under New York State law. A court date in the Town of Lockport will be scheduled at a later time.
Sheriff Filicetti condemned the incident and used the case to highlight concerns about the HALT Act, a New York law that limits the use of solitary confinement in correctional facilities.
"This type of criminal behavior is exactly why I have spoken out against the HALT Act," Filicetti stated. "Inmates have no concern for consequences while housed in a correctional facility. We will continue to file criminal charges to curb behaviors and protect our officers."
