Niagara Falls Police responded to the 1800 block of Pine Avenue around 10:30am on May 12th after reports of a black male in a “dark puffy coat” harassing people for money and coffee with a red pipe as they were leaving their vehicles.
Upon arrival, police observed the male carrying a red pipe walking in and out of the street. The male was obstructing the flow of traffic.
Still holding the pipe, officers watched the male go up to people as they were leaving their vehicles annoying and alarming them by asking for money and coffee.
The male was placed under arrest without incident and transported to police headquarters where he was processed and then released with an appearance ticket. However, his red pipe was not returned and sits in a temporary storage locker at the police station.
