On August 28, 2024 at approximately 1427 hours, The Niagara County Communications Center received multiple 911 calls reporting a man with a gun at 5970 East Lake Rd in Olcott (Town of Newfane). The calls reported that two males were involved in a verbal argument that escalated with one of the males retrieving a handgun from his vehicle and menacing others in the area.
As a result of the investigation, 73-year old Howard Blevins, of Vermilion, Ohio, was arrested and charged with one count of Menacing 2nd (A-misdemeanor) and two counts of Criminal Possession of a Weapon 2nd (C-felony). Two handguns were recovered and secured into evidence.
Blevins was transported to the Niagara County Jail, where he will be arraigned through CAP court. In addition, 61-year old, Michael Dolphin of Lockport, NY, was arrested and charged with Harassment 2nd, Resisting Arrest and Obstruction of Governmental Administration 2nd. Dolphin was released on appearance tickets with a future court date in the Town of Newfane.
